2025 Government Shutdown Update
November 13, 2025 –
2025 Government Shutdown is Over! The House passed a continuing resolution (CR) funding the government, and it has now been signed by the President.
This CR includes SBA funding through January 30, 2026.
SBA Servicing remains open, and SBA plans to decision 327 loan modifications as they were/are received. NWBDA will be closely monitoring all loan modifications to ensure nothing gets missed.
SBA may release additional guidance. NWBDA will keep you informed of any pertinent information from SBA.

Congress is poised to end the government shutdown this week. Earlier this week, the Senate passed a continuing resolution (CR) to reopen the government and the bill now heads to the House where the earliest vote on the CR would be Wednesday, November 12. If the House passes the CR, it will immediately head to the President’s desk for signature and the government will reopen.
Included in the CR is funding for the government, including SBA, through January 30, 2026.
With this potential reopening, the NWBDA team is ready to start submitting SBA 504 loan packages immediately.

As your lending partner, NWBDA is closely monitoring the federal government shutdown. Here’s what you can expect:
New 504 Loans: We’ll continue processing applications and prepare them for submission. The SBA is not accepting new 504 applications during the shutdown, but we’ll submit them as soon as the government reopens.
SBA Operations:

There is limited SBA staff and critical functions only.

There will be no new loan approvals or amendments during the shutdown.

504 loans already cleared to fund in October and November funding that do not require amendments will still fund.
Even during the shutdown, NWBDA remains fully operational. We’ll keep your loans moving forward and resume all SBA submissions once normal operations return.
